This became possible thanks to the changes made to the Decree “On the mode of operation of high alert for the territorial subsystem of the Irkutsk region of the unified state system for the prevention and elimination of emergency situations.” On February 11, the document was signed by the Governor of the Irkutsk Region Igor Kobzev. According to the decision, performances and concerts are allowed in cultural institutions of the region, provided that no more than 50% of the established number of spectators are present in the hall.
